Documentation links do not work

Clicking on documentation links opens the browser to an invalid URL. For example the tutorial button :
"file///C:/Program%20Files/EPANET-UI/tutorial.html"
There's seems to be a missing semicolon (:) after file and redundant quotes " around the URL.

Thanks @ktsangop for reporting this bug. The documentation links work ok with the Firefox browser, but were never tested using other browsers like Edge. A fix will be made shortly.

The latest commits now have the Help, Manual, and Tutorial buttons open the Manual and Tutorial documents using the Edge, Chrome or Firefox browsers under Windows. However, with Edge and Chrome the Help button on the various forms opens the Manual to its Introductory page instead of to the topic requesting help. This seems to be an issue with how Lazarus (or maybe the browser) re-formulates the URL of the topic being requested. I don't have a fix for this. With the Firefox browser this isn't an issue. Neither is there any issue on Linux using either the Firefox or Chromium browsers.

I'm going to keep this issue open as a reminder that a solution is needed to make true context-sensitive help work with Edge and Chrome under Windows.
