Proposal

Propose a header and footer as a draft component by fixing some issue on current header in OUDS Web.
The goal is to just fix current issue with Navbar component inherited from Boosted source code. Since we don't have final design spec, we could rely on the work done in ODS.

Motivation and context

Help users building interface with Header and Footer without waiting after final design version of Header and Footer.
