Migrate projects tests from Travis to GitHub

We have been using Travis CI for testing PRs and other commits. That integration appears to be broken in as much as our builds appear to work in Travis but report as having issues in GitHub. This is a great opportunity for us to turn down Travis and start using the features provided by GitHub.

This has already been worked on when preparing the 1.2.0.0 release earlier this year. This initial setup should be reviewed and enhanced if useful steps are missing.

I see that the product builds properly but I don't know what Travis provided. What features you would like to see with the new build system?
