The following shows the network traffic on my Outline ShadowSocks VPN server on Microsoft Azure. The network-in and network-out traffic on most VPN servers that I have had is usually the same; however, on this one, network-in is 1.85x network-out. I want to know what is causing it.
The users of this server are mostly in Iran. There is heavy internet filtering over there, so there might be network-out packet drop when my server is sending data to the users, but when it comes to network-in, the packet drop will be at the user side and does not show up on my data. What can cause such a difference between network-in and network-out?
