🎉 Outline Client and Manager 1.21.0 Released

We're excited to announce the 1.21.0 release of the Outline Client and Outline Manager.

Highlights:

• Native arm64 Windows client (#2778) — Windows-on-ARM users can download it directly. If you previously ran Outline on an ARM device (via emulation), uninstall the old version before installing the native one — otherwise Windows may keep both copies.
• Native arm64 Linux client (#2776) — available as outline-client_arm64.deb or via the apt repository; see the Linux install instructions.
• Android Quick Settings tile (#2767) — connect and disconnect straight from the notification shade.
• Connection reliability fix (#2724) — prevents resource exhaustion from long-lived DNS sessions (#2679).

Note for Windows users: starting with this release, Windows binaries are signed by Outline Foundation (previously "Jigsaw Operations LLC") with a new EV code-signing certificate. Because signing reputation is tied to the publisher name, Microsoft SmartScreen may show a warning for the first downloads until reputation rebuilds — the binaries are authentic; check that the verified publisher reads "Outline Foundation".
