[BUG]: FullscreenUI - Patches in game properties do not match the Qt GUI setting #14365

Describe the Bug

Enabling/disabling patch manually per-game in Qt GUI works, but the option isn't reflected in FullscreenUI. What this means is that after you set it in Qt, you can't change it from FUI, Qt setting overrides it. FUI setting also isn't tri-state as the Qt one is.

Reproduction Steps

  1. Manually disable any patch per-game
  2. Open FullscreenUI->Game Properties->Patches
  3. The setting doesn't match what you set in Qt and changing it there has no effect

Expected Behavior

Patches settings in FullscreenUI should match the Qt GUI, so we can disable patches without the need to go to Qt. The setting should also be tri-state as well.
