[BUG]: Legend of Alon Dar (US) hangs when loading game from title screen

Describe the Bug

As in the title: when booting up The Legend of Alon D'ar, the game seems to soft lock when loading a saved game from the title screen. The game stays on the loading screen indefinitely and neither time nor input provides results.

This does not affect the Load Game function found in-game via the Start menu.

Reproduction Steps

With a previous save available on the memory card:

1. Reach the title screen.
2. Select "Load Game".
3. Navigate to the memory card that contains the previous save data, then proceed to load the save.

Expected Behavior

For the game to load previous save data and allow the player to proceed with the game.

As a workaround you can set EE Cycle rate to 75% or lower. Seems to be some issue on IOP side, no idea what exactly. Delaying loop on SIFCMD from IOPRP211.IMG makes it work too.

Thanks for looking into this! Set the EE to 75% and it works like a charm so far.

This bug has been a thorn in my side for years when attempting to revisit this game, so I'm grateful to have a way to load saves without needing to either re-watch the longwinded opening cinematics or manage save states.

I'll take a wild guess and blame the instant SIO2 transfers we have on PCSX2 for this bug.
