Produce a package for the prqlc-c library

I think It would be convenient for consumers of the C bindings if the project had a prql-c-dev.deb package that just included the libraries, headers, and maybe a pkg-config file for easier distribution. As of this time the debian package only includes the prqlc compiler executable.

Cool, I will mess around with the CI config this weekend, it shouldn't be too hard to extend.
