Generate Cell AOI look-up-tables

Need a 1-to-many look-up-table (LUT) to indicate the AOI(s) in which a snow cell falls. Each snow source data (SNODAS, INSTAAR, and SWANN) needs its own LUT. The AOI geometry data are available from the Snow Tool's PostgreSQL DB (see #2).
