Ingesting daily snow data

There are 3 daily snow data sources: SNODAS, INSTAAR, and SWANN. We already have a scheduled python script that ingests SNOADS data from binary raster format into tiff format. The scheduled task can be found on the server using the Task Manager tool. Some sample files for instarr and swann are available on the server, in the D:\projects\snow folder. The input data are multiple-band netCDF. The output are in either tiff or Zarr.

The output tiff files have to be COG. See these two issues for code example.

To remove the ftp dependency of the snodas ingesting script, we need to access the snodas data directly from NSIDC. See this page for access instructions: https://nsidc.org/data/g02158/versions/1
