Expected behavior
Unaware mobs should not have their ai ticked.
Observed/Actual behavior
All unaware or "nerfed" mobs have their goals and targets ticked and villagers have their brains ticked. Unaware mobs are not supposed to have any of their ai ticked when inactive.
Steps/models to reproduce
Disable entity cramming /gamerule max_entity_cramming 0
Setup a repeating command block running the command summon minecraft:villager ~ ~1 ~ {Bukkit.Aware:0b} or use a plugin to summon a large amount of unaware villagers.
Leave the villagers activation range and let a spark profile run for a minute. You should be able to see that while inactive the villagers brains were ticked.
