Support separate buckets for `build` and `store`

build is all of our built assets
store is all of our user assets

Today, they live in the same bucket. We received a request to have them be in separate buckets to avoid using ACL rules.
Technically possible, but we already support 3 file stores, and supporting two buckets in 2 of them will make this more complex...
