Parameterize user and org metrics queries to specify inactivity window #12394

Issue - Enhancement
{p1} has shared that 30 days is too short for an inactivity window. They'd like to use a 90-day window. Let's add a parameter to the current metrics queries so we can get them what they need.
Acceptance Criteria (optional)
su users can:
- override default (30 day) activity window to offer a count within a custom period
