Allow to split off specific vassals from specific tags

The vassal split off threshold is too universal. Could we have a feature where we can split off specific vassals from specific tags regardless of the threshold?

For example we can have a format where

e_spa = { k_navarra k_aragon }

which would mean that only Navarra and Aragon gets generated as a vassal of Spain
