Blank localisation in language should not overwrite existing localisation

See #1382. Configurables\Vic2Localisations\Vic2Localisations.csv is intended to add localisations in more languages, but I'm pretty sure as written everything must be filled because it automatically overwrites the pre-loaded localisations.
