Convert owned territory on home continent as full cores.

This solves the issue of HPM not giving cores on any land, even stuff not cored by default from eu4, otherwise the land will be occupied territories which more often than not won't make sense.

Also, if there's a working land connection check that too can be applied for multicontinent nation's provinces (ottomans, russia).

However the converter will give out full cores if noone else claims the territory, so most of european russia will be full cores, unlike most of asian clay.

As expected, when not using extreme core removal so there's some cores about (even of dead/nonexistant nations like UBD, Belarus etc) then non-core clay converts as territories.
