[FEATURE] Implement new UI App

We do not have a easy way to display everything that DevOps can do, and while most of the operations are done as automation tasks, many admins want to be able to configure and monitor these with a UI.
Our first approach was our VSCode extension and this has been a success but users require more from the app that we cannot deliver with just VSCode. So we now need to implement its own multi platform UI

Describe how would you expect the feature to work

We need a new UI project for the DevOps Service that allow us to deliver complex scenarios to our admins to monitor and configure
