✨ feat: Introduce a mgmt-webui on the mgmt cluster

With this WebUI we want to provide a user a handy way to check their clusters, no matter if they are locally or on hyperscalers.

**Anything else you would like to add:**
This implementation does not to be perfect, but a bare minimum poc.

This WebUI can be deployed as a own helmchart installation.
