Add some type of timestamp column to tables

I'm currently debugging the drift in CHTC's production OSDF cache, and one thing that would be very nice to have is some way of answering "for a given row in some lotman table, when was the last time it was updated?"

It should probably be relatively straightforward to add a timestamp column into the database to keep track of this.
