Migrate open issues from chansen/p5-http-tiny

As Christian was unreachable and thus couldn't move HTTP::Tiny to PTG, this new repo doesn't have existing issues. It would be great to migrate issues from https://github.com/chansen/p5-http-tiny/issues/ to here.
