Code search in Create Value Set returns 0 terms

When creating a custom value set
(from within the properties of a diagnosis data element, for ex.)
Searching by codes (ex., ICD-9 691.8) returns 0 terms
but, workaround exists, which is to search by term keyword instead, which does return codes
