Each pico should have only one name

This is a bootstrapping issue, having to do with these two rulesets:

io.picolabs.pico-engine-ui
io.picolabs.wrangler

The version 1 pico engine came with just the first of these, and we have bolted on wrangler (and subscription).

Which should be authoritative? Theoretically, it should be wrangler, since a pico can be used without the developer UI attached. However the pico engine and the UI were written together.

One of them should be a module used by the other one, so that the pico name can be held in the module. That wasn't possible early on, because of issue #492.

It's probably time to make a decision?

The workaround is to change the name in both places at the same time, as in this example from byu.hr.oit lines 395-402.
