Budget setting in USD doesn’t convert to JPY billing currency

When having a billing currency like JPY, it doesn’t convert the USD amount set it the billing budget threshold set up. In my case I had set 20 assuming USD but then my gcloud setting interpreted it as 20 JPY.

OK that may be a bit harder to fix than I though. There's a bug on Terraform causing errors with cost alert currency (see hashicorp/terraform-provider-google#19796 (comment)). It may have been fixed since, will try again.
