How can I configure my keyboard to invert the function (Fn) key behavior?

I'm trying to set up my keyboard so that the function keys (F1–F12) are the default behavior without needing to hold the Fn key. I’ve looked through the documentation and examples, but I couldn’t find any clear instructions on how to achieve this.

Is there a way to configure this using logiops? Any guidance or example configuration would be greatly appreciated.
My setup was successful with Logitech MX 3S mouse :)

I thought of something like

/etc/logid.cfg

devices: ({
