Generic peer review mechanism

Adapt the review mechanism from peer reviewed article and make it a generic mechanism that can be deployed for various types or snippets of data, e.g. agenda items, festival contributions and user or visitor suggested addon functional code (like scrapers for an agenda or data analysis).
(Don't forget to reimplement the peer reviewed article to make use of this mechanism)
