Add license for Astropy-APEs repository #19
Description
Some of the PLEPs have been based on Astropy Proposals for Enhancement (APEs), and we should add in the license for this repository. However, this will need to wait until after astropy/astropy-APEs#27 has been accepted (after being approved by the authors of the APEs that have been written already).
