Workflows consistently fail for tests run as part of a PR to upgrade APIv1 model version

When -us is updated, it automatically opens a PR to upgrade the model version within APIv1. As part of this, it runs tests, including a Utah policy simulation, using the new model version. This is reflected in this workflow run, where the run attempts to use -us version 1.307.0, which doesn't yet exist within the sim API. As a result, when API v1 kicks off a workflow, the workflow fails, as it's unable to find a sim API instance tagged with 1.307.0.

This issue is more of a nuisance alarm than anything and could be solved by improving the Utah integration test.
