Description
Coverage for undocumented adults and children in WA state. Two implementation notes:

the adult program was created purely through appropriations, so no statue exists to cite.

DACA Note (January 2026)
The HCA website still says DACA recipients are ineligible for Apple Health Expansion because they qualify for QHPs with federal subsidies. This is outdated. The Trump administration finalized a rule on June 25, 2025 making DACA recipients ineligible for ACA marketplace coverage and subsidies effective August 25, 2025.
However, Washington's 1332 waiver allows DACA recipients to still purchase QHPs on Washington Healthplanfinder (just without federal subsidies). They remain eligible for Cascade Care Savings (state subsidies) up to 250% FPL.
Whether DACA recipients are now eligible for Apple Health Expansion again is unclear — HCA has not updated guidance. For modeling purposes, flag this as an open question.
