Telegram Channel Notification Error

Describe the bug
I Just add telegram notification channel and add my bot but when i test channel it get error

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Notification'
2. Click on 'Add Notification Channel'
3. Click on 'Telegram'
4. Add Telegram Bot Token, and bot chat id
5. Click on 'Test Channel'
6. See error

Expected behavior
A Notification must be send on telegram bot
