Update PM team assignments (AIO, AI Gateway, LLMA) (#17203)

* Update PM team assignments for AI Observability and AI Gateway

Add Marco Gancitano as PM for AI Observability and AI Gateway, and
remove the deprecated llm-analytics team from Abe Basu.
