[BUG] Deleting cart item should update local storage

Describe the bug
When I delete a cart item and refresh the page, the item is no longer deleted.

To Reproduce
Steps to reproduce the behavior:

1. Go to cart
2. Remove item from cart
3. Refresh page

Expected behavior
On page refresh, state should be consistent with pre-refresh (item should be deleted)
