Feature: Server Manager

This feature should provide a component that allows users to manage server instance registrations for PowerDNS server products that will be managed by the application.

The purpose of this component is primarily to manage a source of truth to be used by other components for features such as the server monitor and synchronization system. The ability to register server instances will be supported for all three PowerDNS server products, the authoritative server, the resolver, and the proxy.
