Best Practice: place good xml:id onto every division

With a new scheme for automatic identiers, it is more important to use @xml:id on divisions. We won't know the chunk level, so should comment on that. (A publisher may chunk at a different level anyway.)

Mention in sample article and make a "Best Practices" for the Author's Guide. See #1061.
