add dummy icIdentifier to Swe2d create_problem_eigen for consistent Schwarz subdomain initialization

Only need to add this to the overload of create_problem_eigen with custom BCFunctors. This makes initializing m_app for Schwarz subdomains the same for Euler and SWE.
