Bump version to 12.1.7 and update release notes

Backports the Semantic MediaWiki 6 compatibility fix (#908) to the 12.1.x line so it ships without requiring the 13.0.0 major upgrade. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
