Check lane matching for regression

Here are the current numbers for handled lanes:

North America 212192 of 332738 lanes: 63.7715%
California 81051 of 112773 lanes: 71.8709%
Europe 220327 of 533756 lanes: 41.2786%

@MoKob's anecdotal evidence says we used to handle somewhere around 80% for California. We need to bisect lane matching e.g. on a local California extract and make sure we don't have a regression here.
