Update frequency image in docker to latest

Description

Currently since we didn't have a release for EIP-712 support on Frequency we have to use the following image

frequencychain/standalone-node:v1.17.0-rc5 inside docker-compose.yaml

Acceptence Criterea

• update this image to use latest image after the EIP-712 support is release for Frequency
