Add scripted e2e suite

# Description
As a developer, I want to be able to quickly and easily run e2e tests. Currently it is possible to run an e2e test, but it's a highly manual process to set up.

# Acceptance Criteria
- [ ] scriptable e2e process (ie, 'make e2e-test' or 'npm run test:e2e')
- [ ] e2e tests in CI pipeline
