Delegation grant for dsnp.public-key-key-agreement not needed in generator #372

Where is the Issue?

What is wrong with it?
Because the dsnp.public-key-key-agreement schema (ID 7) requires a user signature, any Provider can submit it, and delegation is not required.
What should it be?
It can be removed from the graph bundle, the checklist, and the table of delegations for simplicity.
Any other comments?
Any existing delegations for this schema are not a problem (though they do use a small amount of chain state). Providers could optimize by removing 7 from their request.
