Add canvas level statements to the "Rights" panel

As different rights and requiredStatements statements may apply to the canvases of a manifest, canvas level statements should be displayed (and probably should take precedence).

Motivating use case: A folder of digitized newspaper clippings, described in one manifest. Each clipping may have a different copyright status, depending on the death date of the author or other factors.
