They are likely just internal development tools for Proton VPN :)

As per @ptr1337's comment, maybe this issue title could be updated to something like "Proprietary (internal) development tools being included with submodules" or something like that?

I'm also getting similar errors, but a more explicit ProtonVPN/integration/devtools is not a valid repository name instead of remote: Not found.

git submodule update --init --recursive seems to fail because the submodule points to a private repository: https://github.com/ProtonVPN/integration. This prevents a clean checkout and blocks the standard setup flow. Either the integration repo should be publicly accessible or devtools should be decoupled so it isn't required for basic CLI installation.
