Block the name on pypi

It would be helpful to block the names on pypi of all packages which use the standard python install locations to prevent conflicts with python packages that maybe installed from pypi.

Python packages are installed in locations that depend on the name of the package, thus if two different packages have the same name, they will be installed in the same location and there will be a conflict if one attempts to install both at the same time. The name is usually registered on PyPI:

https://packaging.python.org/en/latest/tutorials/packaging-projects/

So be registering the name on PyPI, even if the package is not available thorugh pip, one prevents a conflict as nobody else can register the name on PyPI.

Actually all packages are currently blocked, with the exception of local-agent IIRC: https://pypi.org/user/calexandru2018/
