Router cap is not respected

I have a P capped router, and I currently see ~4000 KiB/s in my i2p console which is around twice as higher.

AFAIK right now there is no good speed limit. i2pd simply stops receiving new tunnels if speed greater than cap in setting. So if some tunnel starts to use a lot of traffic, there is will be no limit to overall speed. Just new tunnels will not be accepted.

Same issue here. I have set "bandwidth" to 5MB/s, getting spikes to 12MB/s (full 100Mbit/s connection), and then it starts dropping tunnels like crazy, cycle repeats. So basically it is oscillating between 0 and full 100Mbit.

Any suggestions? Only things that comes to mind is QoS on router? Is that the expected behaviour?
