Faster minecarts make powered rails not work

Expected behavior

The powered rail should power the cart, and the cart should go normally.

Observed/Actual behavior

The cart instead seemingly loses all speed.

Steps/models to reproduce

In purpur.yml, modify minecart max-speed to 0.8 and powered rail boost-modifier to 0.12, both of which are double what they originally are. When only one of them is modified, the bug doesn't occur. This also only seems to happen for minecarts going up a powered rail, when the powered rail is flat it's completely fine.
