Comes from this scenario: An applicant has a financial backer (e.g. company) that can cover lodging + flights + per diem, but not registration. Some companies split travel budget from conference budget, and conference budget may have been depleted faster than travel budget.

These applicants technically don't need any additional assistance beyond reduced registration fee. I think this should be an option for them: "I only need a reduced registration fee, as my home organization will be covering the rest of my expenses." They would automatically have $0 populated in the requested amount. In all likelihood, their grant will be awarded.
