RangeSet works with Param

Pycharm's linter doesn't seem to like me passing a Param into RangeSet, though it goes through okay. Updating this line:

pyomo/pyomo/core/base/set.py

Line 2577 in 80da2c3

*args: int | float | None

to include Param satisfies the linter. Is this supported?

Technically, it should be _ParamData, as Param is not valid for Indexed Params. But, apart from that, updating the docstring should be fine.
