Add testing for `aarch64`

## Summary

We create and upload `aarch64` and other `arm` wheels now as part of the release process, but they are untested (except the Mac ones which I run locally on my M1 machine).


### Description

We need to add the testing infrastructure for Pyomo on `aarch64` in order to be sure about the wheels we release.
