[PEP] Change the default Pyomo log level to INFO

Summary

We should consider changing the default Pyomo log level from WARNING to INFO.

Rationale

We are encouraging all tools to output all messages using a logger. As such, many of these messages are (correctly) output at the INFO level. We are seeing increasing cases where tools are being forces to change the log level in order to get what they perceive as "normal" operation. Switching the default level would make Pyomo more friendly to new / casual users.

I fully support this change. We also need a page in our documentation that at a minimum describes how to change the logging level. A developer guide to logging would be great too in our backlog of documentation updates.

Sounds good to me. We should also add documentation on how to change Pyomo logging. I think the following works???
