Revisit skipped Baron tests

Summary

Recent versions of Baron (23.1.5) led to two tests failing. PR #2694 skipped those tests so that development tests would continue to run. We need to go back and rewrite those tests so that they work in both recent and older Baron versions.

Impacted tests:

• pyomo/contrib/pyros/tests/test_grcs.py::RegressionTest::test_terminate_with_max_iter
• pyomo/contrib/pyros/tests/test_grcs.py::testMasterFeasibilityUnitConsistency::test_two_stg_mod_with_axis_aligned_set
