Rampant Arsenal blocks Warp Ammo Damage upgrades

Title kind of self-explanatory. Running Warptorio2 1.3.10 and Rampant Arsenal 1.1.6

Digging through the Warptorio2 code I think a fix can be applied to the data_warptorio.lua file at line 361, replacing that section with this:

It's a bit inelegant, but would at least make the warp damage tech accessible with Rampant Arsenal installed.
